Together with the publicly owned DNR parcel, these parcels total approximately 2,000 acres. Any use is technically allowed on unmapped lands until zoning is established. Zoning these parcels is important in order to provide clarity for the public and to protect landowners, the environment, and the community.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-3 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top:25px;--awb-margin-top-small:25px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;--awb-font-size:20px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:20;--minFontSize:20;line-height:1.4;\">Why Now?<\/h1><\/div><div class=\"fusion-text fusion-text-3 fusion-text-no-margin\" style=\"--awb-margin-bottom:0px;\"><p>Although discussions began back in 2016, state law delayed zoning of these parcels until the Whistling Ridge Energy Project was completed. Now that the project has been terminated, the county can move forward with assigning appropriate zoning to these lands. Under the Growth Management Act, Skamania County is legally obligated to designate these forest lands as resource lands.<\/p>\n<\/div><div class=\"fusion-title title fusion-title-4 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top:25px;--awb-margin-top-small:25px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;--awb-font-size:20px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:20;--minFontSize:20;line-height:1.4;\">What Are the Zoning Options?<\/h1><\/div><div class=\"fusion-text fusion-text-4 fusion-text-no-margin\" style=\"--awb-margin-bottom:0px;\"><p>The Skamania County Planning Department initially presented several options (<a href=\"https:\/\/drive.google.com\/drive\/folders\/1MmhkflDPlETphI7TFzuE2z2ylxGznk75?usp=drive_link\" target=\"_blank\" rel=\"noopener noreferrer\">take a look here for a deeper dive<\/a>). During the last public hearing, both CRL-40 and R10 zoning designations were considered and discussed at length by commissioners as options for one or more of the unmapped parcels:<\/p>\n<p><b>CRL-40 Zoning (Commercial Resource Lands \u2013 40 acres)<\/b><br \/>\n\u2022 Supports existing land use<br \/>\n\u2022 Preserves large forested parcels<br \/>\n\u2022 Allows land to be divided into parcels no smaller than 40 acres<br \/>\n\u2022 Best suited for long-term timber and resource use<\/p>\n<p><b>R10 Zoning (Rural Residential \u2013 10 acres)<\/b><br \/>\n\u2022 Allows for residential development<br \/>\n\u2022 Creates the possibility that other land nearby may also be opened to residential use<br \/>\n\u2022 Allows land to be divided into parcels as small as 10 acres<\/p>\n<\/div><div class=\"fusion-title title fusion-title-5 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top:25px;--awb-margin-top-small:25px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;--awb-font-size:20px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;font-size:1em;--fontSize:20;--minFontSize:20;line-height:1.4;\">Zoning History and Future Considerations<\/h1><\/div><div class=\"fusion-text fusion-text-5 fusion-text-no-margin\" style=\"--awb-margin-bottom:0px;\"><p><span style=\"color: var(--awb-text-color); font-family: var(--awb-text-font-family); font-size: var(--awb-font-size); font-style: var(--awb-text-font-style); font-weight: var(--awb-text-font-weight); letter-spacing: var(--awb-letter-spacing); text-align: var(--awb-content-alignment); text-transform: var(--awb-text-transform); background-color: var(--awb-bg-color-hover);\">The unmapped parcels of land in Underwood have historically been used for commercial timber management, and that hasn\u2019t changed. In a post-2007 zoning review, both the Board of County Commissioners and the Planning Commission recommended CRL-40 (Commercial Resource Lands \u2013 40-acre) zoning, based on the area&#8217;s current and historical use. <\/span><\/p>\n<p><span style=\"background-color: var(--awb-bg-color-hover); color: var(--awb-text-color); font-family: var(--awb-text-font-family); font-size: var(--awb-font-size); font-style: var(--awb-text-font-style); font-weight: var(--awb-text-font-weight); letter-spacing: var(--awb-letter-spacing); text-align: var(--awb-content-alignment); text-transform: var(--awb-text-transform);\">The last public hearing around zoning for these parcels took place on July 15th, 2025, but several Planning Commissioners were absent, and the Planning Commission was unable to secure enough votes to make an official recommendation to the Board of County Commissioners.
